Abstract

The article attempts to analyze the practical steps and desires of the theoretical solution of land ownership problem by the representatives of the Special Meeting under the Commander in Chief of the Armed Forces of South Russia A. Denikin. The Commander in Chief himself showed his own visions in the Declaration, where the main theses solutions of the land question were laid out. Such attention of one of the White movement leaders to the situation around land ownership and redistribution of land fund in behalf of smallholders and landless peasants was caused by a the diffi cult situation in the relations between the government and the rural population, which sought to legalize the actual redistribution of former land owners – the landlords. Nevertheless, landowners and a large part of the Russian nobility which were the basis of the White Guard Armed Forces stood for the full return to the situation that prevailed before the February Revolution, with a delay of the land question consideration until the end of the Civil War and creating a Russian representative body.
